Arkansas Residency Rules
Difficulty
Universities in Arkansas have only a 6-month domicile period instead of 1-year. You can still expect to have moderate financial independence requirements, strict domicile requirements, and a presumption to overcome that you’re in the state primarily to attend school. You will definitely want to hold down a job and you’re encouraged as always to either go all-out and do everything 100% or don’t waste your time. Each university has it’s own policies that are implemented in sometimes surprising ways depending on the university in question.

How to get in-state at Universities in Arkansas:
Universities in Arkansas fall under the umbrella of schools that are lower in difficulty in terms of becoming a new resident and earning in-state tuition. However, certainly understand this by no means makes it easy-breezy to do, and there are qualifying intentions and actions that are still required. As with all colleges and the process for in-state tuition, the burden lies upon you the student/petitioner to prove without a doubt to the school that you are a resident who is deserving of in-state tuition.
How difficult is earning in-state tuition in Arkansas?
Overall Arkansas state schools are less difficult than other state schools, but important to understand is that each university has it’s own policies that are implemented in sometimes surprising ways depending on the university in question.
One of the aspects of universities in Arkansas that makes it less difficult than other states is a 6-month domicile period instead of 1-year (or even 2-plus years as is the case in other states).
As with most all universities in the country, a major aspect of demonstrating you deserve in-state tuition is to overcome the presumption that you moved to the state (Arkansas) solely or primarily to attend school. Of course taking a Gap Year or Gap Semester and not attending school while living in AR helps to concrete this, but if you do attend school part- or full-time then be prepared to have and be continually employed in the state of AR, with limited amount of absence time during your domicile period.
In addition to domiciliary mandates, you should expect to have and be able to meet moderate financial independence requirements. For example, if you are not working/earning AR state employment income and are being supported 100% by your parents or anyone else for that matter, then you are 0% financially independent and this would disqualify you from in-state tuition.
You must have your own earned income; many times students think “I am able to completely support myself from all the money of mine that is in my 529 Savings Plan”. Well most likely it is not the student’s money—Did the student make all the contributions to the Plan with money they earned on their own? Almost always the answer is no. This means that when it comes to various types of support that may be at your/the student’s disposal it is extremely important to know IF you can in fact use it to support yourself, how of it much you are able to use, and if it counts toward you or someone else supporting you.
The financial independence factor is not required for those who are married and/or at least 23-years of age prior to the first day of class for which residency is sought. Even if this applies to you, in-state is by no means an easy for-sure thing. Intentions aren’t enough; you need to be prepared for a committed and consistent six-month long process no matter who you are.
