University of Maryland In-State Requirements:
The granting of residency at this university depends on your ability to provide proof you have cut ties to all other states and solely have them in Maryland. If you’re under 22 years old then you must also be able to showcase to the school that you are the person who dominantly supports yourself and all of your expenses at least over half. This school is rather strict when it comes to your physical address and where you physically reside. The dorms do not count for anything because they are not a “bona fide” residence and are transient in nature.
In general, a good candidate for in-state tuition here is a person who:
- can sever all ties to other states
- can remain in Maryland throughout the one-year domicile period with limited absences (including limited absences during academic breaks)
- is willing and able to live off-campus
- can work in Maryland and dominantly support self financially
- is able to get student loans as needed

University of Maryland Out-of-State Tuition vs. In-State Tuition:
An annual tuition difference of $20,293 is quite significant and also makes the University of Maryland College Park stand out among colleges in the country with the largest difference between in-state tuition and out-of-state tuition.
University of Maryland Financial Aid:
A couple things you need to know about financial aid as it relates to earning in-state residency at UMD-College Park:
- Any financial aid including grants and scholarships that require your being a tax dependent of somebody OR require you to be an out-of-state resident will in general disqualify you from establishing residency. This means that by accepting such awards, you will be getting no closer to in-state tuition.
- Your financial aid is re-assessed after earning in-state status and your Expected Family Contribution will be taken into consideration in light of the reduced tuition you will owe.

University of Maryland Grants:
Need-based grants include the Federal Pell Grant, Federal Supplemental Educational Opportunity Grant (SEOG), the UM Grant (avialalbe to all students), and Maryland State Grants (for residents only).
The university has also established the Maryland Pathways Program, a three-prong approach to help Maryland students afford college. It involves a Work Grant Program (where students can work part-time on campus to contribute toward their cost of attendance; Pell Grant Supplement Program (if a student would have qualified for a Pell Grant had they not worked, the university will offer a grant at the same funding level as the Pell); and Senior Debt Cap Program (if a student reaches a specified dollar amount of need-based loans during the first three years, for the fourth year, the university will grant funds covering remaining financial need so the student doesn’t need to take out additional loans).
University of Maryland Scholarships:
Merit-Based University Scholarships
Incoming freshmen are offered scholarships based on their GPA, test scores, extracurricular activities, essays, and other criteria. There are three levels of scholarships, each with different award amounts and selection criteria.
- Banneker/Key Scholarship Program – Top 1% offered admission to Honors Program and invited to campus to compete for scholarships with two award levels: first covers tuition, mandatory fees, room and board and a book allowance for four years; second level provides $8,000/year (residents) or $12,000/year (nonresidents) to be used toward tuition and a book allowance
- Dean’s Scholarship (Maryland residents) – Merit-based awards that provide either $1,500 for one year or $4,500/year for two years. Approximately 400 students per year will receive this award.
- President’s Scholarships – Four-year awards ranging from $2,000 to $8,000 per year.
Regents Scholarship Program
Four-year scholarship covering the full cost of in-state tuition, mandatory fees, and room and board, plus a $1,000 stipend each year.
