University of Hawaiʻi at Mānoa In-State Requirements:

In-state requirements for the University of Hawaiʻi at Mānoa are a bit on the strict side; however, still doable if you meet the qualifications.  If you intend on leaving the state as soon as you graduate, then you are not a candidate for in-state status at the university. A dominant and indefinite commitment to the state of Hawaii outside of school is necessary in order to obtain residency. For example, during the mandatory one-year domicile period full-time attendance at any school in Hawaii is not allowed; you cannot take more than 5 semester credits per semester.

You must also be employed in the state of Hawaii, meeting certain requirements for amount of income earned and weekly hours worked, depending on if you attend under the minimum credits requirement (need to work more then), or if you do not attend school at all during the domicile year.  Either way, financially speaking, you must be able to support yourself and your expenses.  So if you want to attend school full-time, live on-campus (also not allowed), and not work at all during the one-year domicile period, then you will not be granted residency status. For many, taking a Gap-Year from school over the domicile period is a wise consideration and the best way to showcase to the school you are in Hawaii for more than just college.

In general, a good candidate for in-state tuition here is a person who:

  • is able to stay in Hawaii during the domicile period with limited absences
  • can sever all ties to other states and establish in Hawaii
  • does not live on-campus
  • is able and willing to attend school no more than 5 semester credits per semester
  • can be gainfully employed meeting income requirements
  • can financially support self and all expenses

University of Hawaiʻi at Mānoa Financial Aid:

A few things you need to know about financial aid as it relates to earning in-state residency:

  1. Any financial aid including grants and scholarships that require your being a tax dependent of somebody OR require you to be an out-of-state resident will in general disqualify you from establishing residency.  This means that by accepting such awards, you will be getting no closer to in-state tuition.
  2. Your financial aid is re-assessed after earning in-state status and your Expected Family Contribution will be taken into consideration in light of the reduced tuition you will owe.
